Windows 10: " CNG Key Isolation " Service is slowing down internet speed

Hello Kind Experts ;I am having issues with my internet speed 1Gb Frontier up/down, slowing down from 940Mbps to around 200Mbps Download speed, Upload is affected too. I have two computers running Windows 11 wired to the network. I have isolated the problem running my computers with the minimum requirements. I have detected the service "CNG Key Isolation" is causing that behavior See screenshots. Both computers are up to date windows updates. As soon as I remove the "CNG Key Isolation" service, the speed goes up to 940Gbps Down / 940GbpsUp. I don't know how to solve this issue. My

There is no command line that I know of, to enable the CNG Key Isolation service

I accidentally disabled CNG Key Isolation service from services and Now after restart i am not able to login because something went wrong with PIN.

I don't want to reset windows pls help
