Windows 10: Code 19 for CD/DVD driver

Since update on 7/27/20 the driver for CD/DVD driver has an error. Says Windows cannot start the hardware because configuration information in the registry is incomplete or damaged. Code 19. I tried disabling the driver and rebooted. Then I tried uninstalling the driver and rebooted from Device Manager and it was still there. When I check for updated driver, it says the latest driver is installed. I don't know where else I can uninstall it from or reconfigure the driver?

There are various reasons why a CD or DVD drive is not detected.

Your CD or DVD drive is not seen in File Explorer and the device is marked with a yellow exclamation point in Device Manager. Additionally, after you open the device's Properties dialog box, one of the following errors is listed in the
Device status area:

• 
  Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)
  
• 
  The device is not working properly because Windows cannot load the drivers required for this device. (Code 31)
  
• 
  A driver (service) for this device has been disabled. An alternate driver may be providing this functionality. (Code 32)
  
• 
  Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39)
  
• 
  Windows successfully loaded the device driver for this hardware but cannot find the hardware device. (Code 41)
  

This issue may have occurred after one of the following situations:

• You upgrade the Windows operating system.
• You install or uninstall CD or DVD recording programs.
• You uninstall Microsoft Digital Image.

To open the Hardware and Devices troubleshooter, follow these steps:

• Press the Windows logo key + R to open the Run dialog box.
• Type control in the Run dialog box, then press Enter.
• In the Search box in Control Panel, type
  troubleshooter, and then click Troubleshooting.
• Under the Hardware and Sound item, click Configure a device. If you are prompted to enter an administrator password or provide confirmation, type the password or provide confirmation.

CD/DVD Driver not responding

I recently installed the new Windows 10 update. Now my CD/DVD driver isn't working. I can't play CDs, DVDs, and most importantly, I can't burn CDs. This is the message from my previously perfectly working cd drive:

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

This seems like a Windows code. Help!!
