Windows 10: Command prompt diffrent from task manager.

In command prompt, if I use the command wmic cpu get loadpercentage i get a cpu usage of around 1-10&. in task manager, its about 50% usage. Why are these diffrent, and how can i sync/fix them. In command prompt it also says I have a diffrent processor than task manager, the above image is in task manager. the above image is in CMD. I will now provide some basic info, so you guys can help. command prompt will not open in safe mode with command prompt

Would I just follow the same steps within safe mode after hooking up to the other system?

 

Task manager doesn't run in Windows 10

This issue may happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly follow
the below given steps:

  Press Windows key + X, select
  Command prompt (Admin) to bring up elevated Command prompt.
  
• 
  In Command prompt type
  sfc/scannow and press enter.
  

• Restart the computer.

Method 2:

If no corrupted system files were found in the previous state, then I suggest you to try the following steps to employ the DISM command lines:

• 
  Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
  
• 
  In command prompt, type the following commands and press Enter after each command:
  

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

• 
  Close the command prompt and restart the PC and check if it works.

Open CMD using Run as Administrator via Start menu.

Run the following command:

• whoami /all /fo list >%temp%\cmd-runas.txt
  

Exit the Command Prompt.

Launch Task Manager and create a new CMD.exe task with admin privileges.

Run the following command:

• whoami /all /fo list >%temp%\cmd-taskmgr.txt
