Windows 10: Command prompt won't open from Advanced start-up

I'm trying to update my pc to Windows 11, and I know my hardware is fully compatible. Most guides advise one to run mbr2gpt from the Advanced start-up's Command prompt, but whenever I try to do that, my computer simply reboots after I select Command prompt from the Advanced start-up options. I don't know what could be causing this, and I haven't been able to find another instance of this issue online, so any help would be appreciated.

Would I just follow the same steps within safe mode after hooking up to the other system?

I am repairing a laptop for a friend and I need to access windows in safe mode and the owner has forgotten the password to the main user. I tried logging on with the administrator profile in safe mode but it is not showing up so I was going to use command prompt in safe mode with command prompt but command prompt will not open when I boot that option. Does anyone have any hints for me to figure this out?

I suggest you to try the below steps and check if it helps.

Step 1: Run Windows app troubleshooter.

Step 2: Run shell commands for Windows store and check if it helps.

Follow the below steps:

• 
  Press Windows key + X and select
  Command prompt(Admin) to open elevated Command prompt.
  
• 
  Type the following commands.
  
  
  
  powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -Register $Env:SystemRoot\WinStore\AppxManifest.xml
  
• 
  Hit enter, the blackscreen will appear still for a couple of seconds. After a couple of second a new line saying C:\.... will appear.
  
• 
  Close Command Prompt.
  
• 
  Try to start the Windows Store again.
