Windows 10: Command promt wont open and doesnt have the icon how do i fix?

Settings and command promt not working

I recently made changes to my computer by accidentally selecting hidden in attributes of I think my Program files and after I did that my settings and command promt stopped working. All files are back to normal but my settings and command promt still wont
work. Command promt wont open with the hot keys and I cant search it in the search bar cause my search bar wont open(deleting cortana messed that up my search bar ..which is a different issue). As far as settings go I can pull up the settings but nothing shows
up only the options on the left of the menu. Here is an Example, I can click on settings and click on apps or security but nothing shows up just A white screen with the menu options on the left and settings freezes, In tast manager it says "application frame
host" not responding.

Currently I have ran the troubleshooter for windows apps which said it fixed some corrupt file but had no effect on settings or command promt.

The issues started when I made those file changes.

I just recorded it happening and paused it when it happened and the command promt had nothing on it.

 

Windows 10 Task Manager and Command Promt(admin) not responding

Hi,

I'm using a Dell Inspirion laptop running Windows 10. McAfee LiveSafe for antivirus. I've been having the following problems intermittently, sometimes after I restart the laptop it works fine but restarting will not always fix it.

• When I left click the icon to open Google Chrome nothing happens, (occasionally Chrome will open 3 -5 mins later), IE works fine.
• When I try to open Task manager nothing happens for 3-5 mins then I receive the message "The service did not respond to the start or control request in a timely fashion."
• When I press Windows Key+X and try to open Command Promt(admin) nothing happens for 3-5 mins then I receive the message "This file does not have a program associated with it for performing this action. Please install a program or, if one is already
  installed, create an association in the Default Programs control panel." However regular command promt works fine. On the occasions when the laptop is working and I can access Command Promt (admin) to run sfc/scannow I get the message "Windows
  Resource Protection did not find any integrity violations".
• When I go to Settings>Update and Security that window freezes and I cannot select any of the options. When the laptop is working it updates itself but this has not fixed it.
• When I try to uninstall a program nothing happens at first or I receive the message "Please wait while the current program is finished uninstalling or being changed” And a few mins later a message pops up saying “An error occurred while trying to
  uninstall VLC media player*. It may have already been uninstalled. Would you like to remove VLC media player from the list of Programs and Features?” *VLC as an example, same for all programs.
• I would not be surprised if other programs were also affected but as I only really use the laptop to browse the web I haven't encountered them yet.

I thought at first it’s some sort of virus but McAffe hasn’t found anything and the as I said it is an intermittent problem which is not what I would expect from a virus but what do I know.

I’ve been trying to solve this for a few days and any help or advice would greatly appreciated.
