Windows 10: Computer does not meet system requirements for Windows 11 installation

I have an HP gaming laptop computer that has all the system requirements for a Windows 11 upgrade. I checked every component and everything meets/exceeds the upgrade eligibility requirements. The Upgrade download stopped telling me that my computer does not meet the minimum for an upgrade. My computer has an i7-6700HQ CPU @ 2.60 GHz 4 core , has DirectX12, and has WDDM 2.0, 64 bit, etc. My computer is newer than the huge list of those Microsoft supports, but after doing an exhaustive search of everything my computer has installed, the download manager warns that if I continue to install

That's not the issue. This issue is that I've had this HP notebook since November 2019, and the only message I've seen about Win 11 has been that the computer meets the requirements Win 11. Then, today I get the message that this computer doesn't meet the requirements of Win 11. What's up with that? I'm not planning to upgrade to Win 11 on this HP notebook, but I'm wondering why the message changed.
