Windows 10: Computer doesn't always restart - Debug Light

Hello. My PC starts up fine for the most part. Sometimes when I attempt to restart my PC after an update, the monitors stay black and the computer stays on but the EZ Debug yellow light will stay lit causing me to hold the power button to completely turn it off. Then I simply press the power button to turn it back on to get around it. Any reason this happens or answer for a fix?

I`m sorry I had not noticed that the text on the picture was in spanish. It says that windows has replaced some damaged clusters in "name" file and "directory". Then, at the end "an unspecified error occurred (75736e6a726e6c2e 4f6)".

I`ll do it and I`ll be updating this thread when I have the report.

Computer All Of A Sudden Won’t Boot - Red CPU Debug Light ON

I have tried all I could at this point, from loading defaults, to bios flash ( blinks 3 red lights before stopping, tried numerous times to no avail ). And it won’t even let me update bios as loading into M Flash needs the PC to reset which ends up turning it off, not letting it load up again due to red CPU light appearing once more.

It literally loads up sometimes and allows me to use it like I could before, then after restarting goes back to red CPU debug light. At first I thought it was the motherboard over all the other parts, now i’m second guessing for the PSU ( 600w Bronze EVGA ) as CPU may not be getting enough power to boot ? no clue at this point, also do not have spare parts to test PC so that’s out of the picture.

Aside from that I have tried pretty much everything listed above plus more, I will write it down below in case anyone views this and types a suggestion I have tried.

reset CMOS ( battery & jump start )
flash BIOS ( only 3 lights flashed )
reset CPU
reapplied thermal paste
replaced CMOS battery
tested ram sticks
reset GPU
set bios to default
double checked all cables and parts are not loose
