Windows 10: Computer, especially some specific programs and actions, lag after a day or so post reboot

So I'm really up a creek on this one.Basically, I reboot my computer and everything is fine. After about a day or so, things start to lag -- for instance, when I try to load up a file in any program that accesses Window Explorer it's very clear. Using, for instance, Mp3Tag is very very clunky and glacial, as almost every action, even just loading up a DIR, takes up time. It's not just files, even opening the start menu has a very clear lag to it. This tends to get worse and worse, albeit extremely gradually, as the days go on.Notably, however, normal web browsing isn't really affected, nor is

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

 

Windows 10 Action Center Not Working

Windows 10 Home / v 1607 / OS build 14393.693

Action Center has displayed "No new notifications" for the past 3 days (since 2/21/2017). The only automatic updates that have been installed are/is: Adobe Flash Player.

I have tried all the steps listed above with no success. I also tried turning notifications off, then rebooting, then turning it on, then rebooting. Still no joy. Any other suggestions?

 

Random lag spikes

We would like to know more about your lag issue:

• What browser are you using when you experience a lag?
• Does the lag occur in a particular game?

In the meantime, we suggest you run the System Maintenance troubleshooter. Here are the steps:

• Press Windows Key + X.
• Click on Control Panel.
• Select Troubleshooting.
• On the left pane, click on View All.
• Click on System Maintenance to run the troubleshooter.
