Windows 10: Computer frequently encounters "freezing" issues after a forced shutdown.

I am at my wits' end. My computer freezes after a forced shutdown. Once I start the computer, everything takes a long time to load, and the computer freezes. I have ruled out a CPU issue I replaced it after the whole 13th/14th Intel thing. I have swapped my graphics cards the error message is different, but the freezing still happens. Eventually, the freezing stops - I don't really know why. It usually happens when I'm trying to open Chrome for the first time or open a new webpage. It also occurs if I open a piece of software for the first time. Does anyone know what the issue could be? He

I go through the process and it freezes so i have to a force shutdown, even if try to put it sleep

I was suggested to check for temps (all were normal) and perform a clean install of Windows 10 (I had upgraded from Windows 7). I had another hard freeze today similar to the ones I was having before. The issue is back and I'm unsure of what to do next. Is this no longer a software issue if reinstalling the OS was unsuccessful?
