Windows 10: Computer frozen of ‘slide to shut down your PC’

My computer is frozen on the ‘slide to shut down your PC’ page. It is not a touch screen. I have tried selecting it, dragging it down with a mouse, pressing the down, up, side button etc. no luck. When I try to force shut down the computer screen just glitches black and goes back to the slide to shut down your pc screen.

If I force shut down my pc while it is frozen, will it do anything bad?

My computer doesn't have a battery, so when I force shut it down, I unplug the charger. (It is a pc not a monitor.) No app or game could prevent the shut down of me unplugging it due to the pc being at 0.001% of power at all times. I just wanted to know,
will force shutting the computer down while it is frozen, have any different affect then when it is not frozen? Just a question out of curiosity. I haven't noticed anything different, so I just wanted to know.
