Windows 10: Computer is locked in Safe Mode, and will not boot up. How do I fix this?

This started initially when Windows alerted me that I was running out of space on my C: drive. It opened a window offering to find files for deletion and automatically selected several choices. I allowed it to do so without changing any of the choices and ran the program. I was on Discord chatting with friends while this was happening; when the program finished, Discord was forcibly closed. Attempts to open it back up failed as Discord checked for updates. To remedy this, I decided to restart my computer. I attempted to log in to my account after the restart. This failed, and I was signed int

Cannot Enter Safe Mode / Computer boots normally

I'm running Win 10 Pro 1903.

Here are the steps I have taken to get into safe mode: Start button, settings, update and security, recovery, advanced startup, troubleshoot, advanced options, startup settings, restart. The computer boots normally, not in safe mode. Any suggestions would be most helpful. Thanks in advance for your help and interest. .

I am stuck in Safe Mode in spite of following all the suggested steps to go back to Normal Startup - Like opening file location of msconfig.exe & running as Administrator. The computer I am trying to get out of safe mode has just been updated from Windows 7.
