Windows 10: Computer lags and stutter when I open specific programs

I was away for a month and when I came back, my computer started stuttering every time when I open faceit anticheat. Initially I thought it may be a faceit program problem so I wasn't very concerned, thinking the next update it will be resolved. But then I created a Plex account and whenever I try to play anything on Plex or just play a media file on the computer while sharing screen, my computer freezes and stutter every second. Sometimes it gets so bad that I have to restart the computer. When I have discord on while I open faceit anticheat, my discord would freeze and disconnect every time.

You may temporarily disable any 3rd party security software and check if this helps.

Suggest you to boot the computer in a clean boot state and check if that helps. A clean boot state will help us to determine if any 3rd party service or application is causing this issue.

Computer stutter / lag

Just throwing this out there see if you guys have any ideas as to what might be causing this. Every now and then my pc will start to stutter / lag but it's not constant, it's only really noticeable if i'm playing a game or i'm moving my mouse as it will stop for a millisecond and continue on. Hard to explain. I recorded a video of it happening which is linked below.

- Has been compressed too much, but if you put it in 0.5 speed it's more visible.

After the video I went through and closed non essential processes checking for a few seconds after each one, it only disappeared after closing Edge browser which is very odd in my opinion.

This stutter doesn't affect audio.

 

Computer Stuttering.

nope not constant...i think its a legit process its on 0 now.

The wierd thing is. Im lagging, but it doesnt really impede things.
I.E im running orthos atm, because i clocked my system back to stock.
So right now CPU is at 100% and im not experiencing lag. But if I was to open a program that used CPU before, such as photoshop or a game it would lag at intervals.

What makes me think its a virus is that it uses 50% but nothing in task manager is using 50% at that time...Whatever it is, it isnt showing up in the processes list...
