Windows 10: Computer Not Opening any browsers / Infinite blue circle loading icon next to cursor and I...

So I was on google chrome and watching Youtube then suddenly google chrome closed randomly I tried to open google chrome back up but it instantly kept closing/crashing I restarted my pc thinking it would work again but it wouldn't so after many hours and restarts I decided that I should factory reset my pc hoping it would start working again BUT nope It wouldn't open any browser except Microsoft edge I I fix fixed this by going to c: Drive > Program files > Google > Chrome > Application and I changed the name to "chrome." Instead of Just "chrome" then I right clicked the chrome. an

I have the blue loading circle next to my cursor.

The blue loading circle is next to the cursor only on screen 1 of my multiple displays. It is not present on Screen 2 or on the laptops display when I open it. I have tried numerous suggested fixes including changing the look of the cursor but nothing
changes it on screen 1.

 

Cursor stuck on blue loading circle; Can't click/access anything

So my laptop just a little while ago started acting up.

After restarting, I found that when I moved my cursor over the Taskbar it would change to the blue loading circle and I was unable to click any icons.

Same thing goes for my desktop, I could still move my cursor around and I could highlight the desktop icons as I moved over them but as soon as I clicked on one of them, the cursor would just stay frozen on that blue circle and my laptop would freeze entirely.

I cant open the task manager or anything really and even when I manually restart it's still the same.

Help?

It shouldn't be constantly flashing. When you click on a file or program, the little Busy circle shows up for a split second as the computer Thinks as it starts to load the file or application. Solved Constant flashing loading icon (blue circle) next to my mouse. - Windows 10 Forums
