Windows 10: Computer sometimes refuses to start programmes and won't even restart?

Ok so my computer has been doing this for a while now and it happens randomly I don't know why it does it or what causes it but randomly I will try open a game and it won't open doesnt matter what type of game it is steam origin or even from a dvd rom will not open but programmes like chrome will open so I try to restart the pc and it gets stuck on restarting screen with spining dots and no matter how long I leave it it will not restart I have to hard reset it with the reset button then when it boots back up it will work fine can anyone tell me what could be causing this problem thanks

Lumia 830 main camera won`t start

After windows 10 update my lumia 830 camera won`t start . It says Camera won`t start . I tried other camera apps but camera still not work . Front camera working plz help me . I did hard reset , soft reset , downgraded to 8.1 but problem still persist

 

I unplugged my computer to soon and now it won´t start up again?

This solution did not solve my problem since my computer won´t power up at all. it is as if the computer is completely dead and I have tried different outlets that work for other computers but it still won´t power up.

Is my motherboard broken?
