Windows 10: Computer Stays On After Windows Shuts Down

Recently, my computer no longer completely shuts down after using the Windows Start Menu / Power / Shut Down option. Windows shuts down, the screen goes blank but the computer stays on i.e. power light is on and fans are running. Here's what I've done so far to try to fix:


Made sure the Fast Startup option is turned off

Ran the powrcfg.exe / hibernate off option to turn off hibernation

Ensured the Intel Management Engine Interface driver is up to date version is 2040.100.0.1029

Tried holding Shift when using the Start Menu / Power / Shut Down option


Right now the work around is to hold down the power button until the computer shuts down. Any additional help would be appreciated to fix this issue.

3. Select View all on the top left corner.

4. Click on Power.

Computer will not shut down

I have tried all the things listed on web and my computer will NOT stay shut down.... Win8.1 OS I will push the "shut down" button in the lower right hand corner and it shuts down and within 30 seconds it comes back on.

 

Random shut down and restart??

Computer: Intel (R) Pentium (R) Dual cpu
E220@2.406hz
2.42 GHZ, 2.00 GB of RAM
Windows xp

Ever since I replaced the fan (with heat sink) the computer has randomly shut down and then restarted, at first during streaming, and now, will shut down and restart anytime. I tried to replace the graphics card to no avail. *Confused *Mad

One suggestion was to replace the RAM.

Any suggestions on how to repair my computer?
