Windows 10: Computer Stuck at 0% battery and has stutters and beeps intermittently

I need some help, Since Dec 17th my laptop has started having problems that weren't there before. At first the battery stopped charging and was stuck at 29% along with the entire laptop shutting off when unplugged from the charger. I have disconnected and reconnected the battery, done 2 clean installs of windows, and done everything under the sun to figure out how to fix this to no avail. The problems aforementioned are still happening as of this post, and now there is stuttering with a beep from the computer speakers and sometimes a beep in my headphones as well. W10 won't start, will only beep

Hi, sorry to hear of your problem. I hope you have a full backup- if not, it's likely data can be recovered from the disk, should that be necessary.

From the long beep - perhaps a RAM fault. See below.

If you are very lucky, one thing to check is the so-called CMOS battery. However it is somewhat unlikely that it is this given your symptoms.

You haven't quoted any details of your Inspiron laptop (your specs) then you mention a Compaq, so I don't know how old it is. Naturally, if it's in warranty, that could well be useful.

As you can't access the BIOS, this is hardware, not something to be fixed on the disk.

As to the sound, this doesn't seem to fit the patterns typical of beep codes:

no beeps at bootup

When i turn it on the fans do spin, I tried DanTheBanjoman's suggestion and no beeps I took ram out and no beeps, I took battery and ram out and still no beeps I even tried a video card and still no beeps.

 

Intermittent Beeping Sound

Since I had some free time on my PC, I performed the System File Checker utility on it - only after re-enabling the System Sound back to the original 'Windows Hardware Remove.wav'. After
the PC had performed the test, it came back negative - i.e., it did not find any integrity violations on the system files. I then disabled the System Sound again. FYI, the Windows PC performed just fine, apart from the intermittent beeping sound when the original
System Sound was enabled. The other tests that you suggested has to wait.

By the way, I should mention the hardware on which the Windows PC is currently running. I am sharing that PC's display monitor and keyboard on an Aten USB 2.0 DVI KVMP Switch model CS1784a. Before you go and accuse that piece of hardware of the source of the intermittent beeping
sound, let me state that the 2 PC's connected to it did not have the problems and they are running the Linux and Mac OS X OS'es. Only the 2 PC's that are running Windows 10 had the problem. Does this mean that Windows 10 is the culprit? You tell me!
