Windows 10: Computer stuck on windows 10 version 1909.

After using the updater, the settings app update section, and making a bootable thumb drive to "upgrade" from my PC refuses to update to a newer version. The thumb drive when booted says that the process cannot be completed and to run setup in windows. When I attempt an update from the setup file on the bootable media the error message I get is this{0x80070002-0x20009The installation failed in the SAFE_OS phase with an error during PREPARE_ROLLBACK operation}How can I resolve this issue? I have looked around and saw other posts but the solution methods did not work.

Update Windows 10 version 1909 to version 21H2

Can I Update Windows 10 version 1909 to version 21H2 (latest)?

Then Please send the useful steps to do that...

By changing windows version 1909 to 21H2 does it removes all files(music, videos, software,etc.) present in my laptop or it is safe, nothing will be deleted.

Now I am not getting critical updates for windows version 1909.

Please anybody give suggestion regarding this matter.
