Windows 10: computer USB power surge issue

alright, so. i unplugged my PS4 controller charger for a while, to use it for something else. and now whenever i plug it back in, it power surge's the usb port and no matter how much times i try to do ANYTHING, even close it, it gives me power surge notifications even after i unplug it, and the notifications only go away after closing like 15 of them.i dont think it would actually be power surging as it was working fine just like half an hour ago. i have tried: restarting restarting with it plugged in and a few other thing's i cant remember, but it always yields the same results. working fo

Regarding to the Question how to click on "reset" without Mous because the issue is on it. You can use the button "Tab" in the left upper corner in the Keyboard.
