Windows 10: Computer won’t fully turn on after random shutdown

While I was away from it, my computer turned off. It has happened a couple times before, but always turned back on, with message about letting it retrieve the cache and not to interrupt. This time it got about a third of the way, based on blue line across the bottom of the screen, and hasn’t budged for an hour and a half- seems stuck. Is there something to do to get things going without damaging computer or files?

Yesterday was reading on it. All of a sudden turned off and now it won´t turn on

 

Computer won't turn off after shutdown.

Can you try this? It wouldn't be the first time I've seen a shutdown machine turn back on because a power interruption. Either that or you can just RMA like @alucasa suggested, I'm just not convinced its a defective motherboard yet.

Edit: Sometimes there is a power option that say "After loss of AC power do..."
With the options: "Nothing", "Power On" and, "Last State." The "Power On" will always turn the machine on after a power interruption, even if the machine wasn't already on.
