Windows Defender Validate MAPS Connection Failed

I was wanted to joining advanced Microsoft Active Protection Service, i was read it on Windows Defender Antivirus Article

And i found this article

I followed the step to validate MAPS connection ("MpCmdRun -ValidateMapsConnection"), but it's
failed, the log return

And at the article to ensure the MAPS connection, we can download the "Fake Virus"
But my Ms Edge say

"Your System Administrator blocked validatecloud.exe"

Windows Defender Antivirus doesn't detect it

is that mean my MAPS Connection is properly connected ?

and is my windows defender has a problem ?

PS: My WinDefender definitions is up to date (also SignatureUpdate), and any step to ensure MAPS program was applied successfully, windows 10 version 1803 (Build 17134.48)

Defender AntiVirus

There are 4 options under Defender. Two refer to AntiVirus; AntiVirus Network Inspection Service & AntiVirus Services. Under Startup Type these two are listed as manual and the Status column said Inspection Service is running. When I clicked on the Start
button in Properties, I got an immediate message: "Win.. Def.. Anti.. Serv.. on local comp.. started and then stopped. Some services stop automatically if they are not in use by other services or programs."
