Windows 10: Configuring the top bands of all windows so that colors are not distracting and do not...

Need to change the bright yellow color of the top of many windows. Present color makes white text impossible to read. Need a less bright and less colorful color. In other parts of windows the color of the text changes when the item is selected. This does not always happen with the text on the upper edge of the window. Examples include Thunderbird text stays white always, Kindle where text changes to black but yellow at top is too bright and a white band is distracting just below, Edge where the color is dark blue which is MUCH better that bright yellow, Edge no color at top and edg
