Windows 10: Constant scrolling

Noticed today that when I open Windows menu or File Explorer or Control Panel or nearly any other program browsers seems unaffected but for example Irfanview is affected with scrollbars it scrolls until has reached end either from top to bottom or left to right and stays there even if I scroll up or left.No scrolling if mouse cursor isn't on menu list."Bug" vanished after removing wireless mouse's receiver both small brand's and putting it back but no idea what caused it suddenly since have had that mouse in use for a few weeks and no problems until now.

Constant script errors and slow loading pages in 10 internet explorer 11

I have done the steps listed above. They have not helped and I am still getting constant script errors, along with slow loading pages. Are there any other suggestions?

 

scrolling bad

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903

 

Constant scrolling

Please, someone help me. My screen is on constant scroll. It either scrolls left or down. I've tried changing the mouse, updating drivers, system restore, the auto colour thing and numerous other things. Can someone please point me to a resolution?
