    Constant High CPU Utilization in Office 2016

    Hi,

    I'm facing the constant high CPU usage after installed a language package to my currently used Microsoft Office. The problem is exactly the same as BD_CG described
    in his/her topic "High CPU Utilization in Office 365 when not connected to Internet." (High CPU Utilization in Office 365 when not connected to Internet.).
    The Office applications (Word, Excel, OneNote, etc.) cost 12% CPU constantly (which corresponds to 100% usage for one core of my 8-core CPU) when running that application. But if I start the application with the Internet (WLAN) disconnected, no such occasion
    occurs. The problem BD_CG asked previously did not solve publically, so I could not get some instructions to solve this problem, thus need your additional help.

    Some trial I have made:

    · The problem also happens in safe mode;

    · The problem happens when the Internet is connected, and does not happen when the Internet is disconnected;

    · If I start the application with the Internet disconnected, then re-connect the Internet, the problem does not occur;

    · The problem also occurs after I repaired the Office.

    My system and Office:

    Windows 10 Pro 1909 (18363.836)

    Office Home and Student 2016 Version 2005 (Build 12827.20268 Click-to-Run)

    Thanks a lot!

    Step 3:

    At the bottom click on Open Resource Monitor

    Step 4:

    Constant VERY high CPU and RAM utilization of Windows Explorer

    CPU won't go above 23% utilization

    I have a custom built PC. specs are below. After some recent problems and a full windows reinstall it seems that my CPU won't go above 23% utilization. I have set the power plan to high performance and am using Prime95 to attempt to stress the CPU. When
    I look in the BIOS everything looks correct. The CPU temp is reasonable, it detects the CPU as 3.4ghz. Windows also detects that the model of the CPU is correct and lists it as 3.4ghz in system properties. When viewing the CPU on the performance tab of
    task manager is lists the speed as 0.78 GHz and that number never changes. It's like it's stuck on that number. Any help on how to troubleshoot this problem would be appreciated!

    CPU: Core I7-6700 @ 3.4ghz

    Motherboard: Gigabyte GA-H170M-DS3H

    Bios Version: F22e (latest)

    Graphics: Onboard Intel 530

    RAM: 16gb DDR4 2133

    PSU: 550w

    Power plan: High performance

    Edit:

    Additional Troubleshooting steps:

    Reset BIOS to default values - Issue still occurs.
