  1. Control Panel cycling to either top or bottom option without letting me click, Start Menu...

This happened a few nights ago as well when I tried to power down.

Whenever I try to open either my Start Menu or Notification Center, they appear for a half-second (if that) and immediately close. As well, whenever I have any Windows 10 system menu open, like the Control Panel, an "Accessibility box" will appear around clickable options and cycle to either the first or last one on the page. If I try to click elsewhere, it just re-cycles back to that last one without leaving the page. Clicking and holding does nothing.

I have tried running sfc /scannow and the powershell manifest getAppPackage commands, and neither fixed the problem. I tried ending the Start task, and that didn't solve things either.

    I am running build 19042.867

I'm 90% sure the two issues are related (and may also be related to my brand-new X-Box Elite 2 controller disconnecting earlier today as well, because it did that last time my controller DCed as well a couple of nights back).

As per the description, I understand that you want to know how to access the control panel in Windows 10?

I certainly understand your concern and will try my best to help you.

I would suggest you to try the following steps to open the Control Panel in the system.

    • Open Run command box by simultaneously pressing Windows and R keys (Windows + R).

    • In the Run dialog box, type

    • Right-click on the Start button (Windows logo button at the bottom-left corner of the desktop) and then click Control Panel to open the same.
Step 3: Launch Control Panel using search.

    • Open Start menu or screen.

    • Right-click on desktop, click New, and then click Shortcut.
    • In Type the location of the item box, type the following path.
