Windows 10: Controller glitching causing infinite scrolling up, even when unplugged.

There are times when if I have a controller plugged in through usb, it will sometimes glitch out and constantly scroll up. It is not guaranteed to happen if plugged in but once it happens there is no stopping it unless the system is restarted, not even unplugging it stops the scrolling. This is annoying because any menu that accepts controller input scrolls up at a speed which makes it so I can't select a single thing with my mouse, I can't even turn off my computer through the start menu. I know that it's my controller causing the problem because I tested it in accessories, and it showed this

Firefox 44 scrolling glitch with nVidia GTX 980 Ti & Windows 10

I've been experiencing graphical glitches when scrolling in Firefox 44 since I newly installed Windows 10 (1511) on my PC yesterday.

Here's a video of the glitches (partly slo-mo to make the glitches more visible). They look as if vsync was turned off. But I doubt that this applies to a 2D desktop application.

Does anybody know what's causing these and how to get rid of them?
