Windows 10: Converting a JPEG or PNG file to an ICO file

My computer, is a laptop. Running, Windows 10.A ICO file is real nice.It can become, the picture on a desktop shortcut.What I need is to, convert either of these files.To an ICO file.Without, mentioning names. Most of these applications, have a limit.After converting, a few times. You have to, pay something?After reformatting, my computer. I forgot, to save it?But there is one, application. Why .ICO files blurry when you convert from an image?

I suggest you to follow the steps below on how to change a picture to.ico format and check if this helps. Follow the steps below to do the same:

• Select the image\picture you want to convert into .ico.
• Now resize the image to 32x32 using Paint or Photo Gallery.
• Save the file and just rename it to with an .ico extension and also select 24bit bitmap.

I have a home version of windows 10. I tried to use paint to save a jpg as an ico file but it does not give me that option and will not let me type it in. How do I convert my jpg to an ico?

 

Why .ICO files blurry when you convert from an image?

I am currently trying to customize my desktop but anytime I find a good looking icon, the websites only offer the image file of it (e.g. JPG, PNG). So naturally I look for a website to convert the file into a .ICO but every time I get the .ICO file it is
very blurry and distorted compared to the original image. Why is this? Am I not using the right size? I have no clue what the problem is and I need assistance ASAP.
