Windows 10: Cooling fan throttle and High CPU Speed on Lock Screen

I have a Asus ProArt Studiobook 16 and the cooling fans seem to get switched off when device enters lock screen mode. Temps climb to 195 - 205 95+C if left unattended too long. Utilizing tracking software, cpu Ghz also climb to 4.6Ghz while on lock screen mode. Still trying to find good program to track process CPU history to see what's using all that juice, however the primary problem is Windows disables cooling on the lock screen and I would like to know how to edit the registry or otherwise fix it to reenable fans while the lock screen is enabled.Other communities have been experiencing

Cooling fan throttling whenever Windows goes into lock screen mode.

My Desktop fan recently started throttling up/down constantly when Windows lock screen kicks in and the screen turns off. It throttles non-stop until I unlock the screen and return to the desktop. Is there setting causing this?

It is probably because of the heat. You say your processor is locked at 800 MHz, but still maintains a temperature of 70°C. But, for a normal computer, the temperature at this processor speed should be far lower (~50°C). The computer is throttling CPU speed
so that the temperature doesn't exceed 70°C, due to insufficient cooling.

You can try the following.

Make sure you are not blocking fans or exhausts.

Make sure that the System Cooling Policy (to be found among Advanced Settings under Power Plans) is set to Active and not Passive.

CPU Speed Locked


Could it be the CPU throttling due to excess heat? Shouldn't happen with a clean install but a clogged fan , high ambient temperatures, or other hardware cooling issues could cause the overheating.
