Windows 10: Copy Profile not working properly version 1703

Hi I have found that using the copy profile does not work correctly in 1703 of the windows build it breaks windows search and causes edge to become unstable unfortunately i have found this is a common issue and i have read that i need to delete some files seveal suggest using setupcomplete.cmd to get rid of the files before login however ms appear to have stopped people using this for oem versions of windows i aslo dont have access to mdt a wds is there anyway to run commands before i create a user in oobe so that the default profile is setup correctly before user logs in

• Navigate to Update & security.
• On the left panel, select Recovery.
• Click or tap the Get started button under Go back to an earlier build to uninstall the current build of Windows 10 and go back to the one you were using previously.

Take note that if you don’t see this option, that’s because Windows 10 will automatically remove these installation files after 30 days.
