Windows 10: Corrupted Account

I have Microsoft Family for myself and three children. We all use the same computer with different logins. Child 1 & 2 have no problems with logging into the computer.Child 3 is unable to login.Child #3: At the login screen when I click his email his name does not show up like my other children, just his email to login it brings up a "login to Microsoft" small white screen. When I type in his Microsoft password the next screen is a white box that says unable to connect, no internet connectivity. The internet is connected.If I go to Windows Explorer -> Users, his profile is not showing

Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

 

Programs not working

In post 26 there were steps listed to fix the operating system corruption.
Are you able to follow them?
In post 29 was the suggested dism repair command.

Yes, just do step 2 if you already know that the test account behaves correctly.

Step 1 was just to confirm the state of play because it would be reckless for me to suggest that you take away Admin status from what might have been your only Admin account.
