Windows 10: Corrupted task scheduler in Win 8.1

I'm using Win 8.1 Pro. The task scheduler is corrupted. It won't run any tasks including system tasks after using a 3rd party optimizer app. I have uninstalled the app and restored the system using a restore point that was made before installing that app, and yet the task scheduler still won't run any tasks at all.I tried the solution in the following post Yes I know it's related to Win 7 instead but the issue is the same, corrupt task scheduler. to run a command that creates a test task which writes date stamp into a text file:https://answers.microsoft.com/en-us/windows/forum/all/how-can-

The bad news:

1. I have to more fully digest the last post by ElderN.

The good news:

While the scheduler is still corrupt, I found the entry under startup programs, rather than scheduled tasks. It did not have the name I expected. I found it because it was the only entry with a Visual Basic icon. Through Glary I was able to disable the
program entry in the startup. Big Step. Thank you all.

Now with the pressure off, I can, in a more relaxed manner, work on fixing the task scheduler fully.

No errors found by each suggestion. May have to do a clean install unless someone has a different solution

What error message you're getting while using Task Scheduler?

Suggest you try the below mentioned steps to fix any issue with corrupted system files:

• 
  Press CTRL+Shift+ESC to open Task Manager.
  
• 
  Click File > Run New Task
  
• 
  Make sure you have a check mark beside “Create this task with administrative privileges”
  
• 
  Type CMD
  
• 
  Type or copy/paste the following commands at the CMD prompt:
  
  dism /online /cleanup-image /restorehealth
  
  sfc /scannnow
  

Reboot the system and check if the issue still occurs. If the problem still persist, try to check the issue by creating other User Profile to see if problem still arises.
