Windows 10: CORTANA CAN'T OPEN APPS WITH COMMANDS, IT SEARCHES THE WEB INSTEAD

My pc is up to date and I have installed everything, but my pc's Cortana doesn't seem to work with opening of apps. I use a windows 11 machine.

Since you've performed some troubleshooting steps, we suggest to rebuild Cortana on your device. To do this, follow the steps below:

• Open an elevated Command Prompt by typing cmd in the
  Search box, then right-click and select Run as administrator.
• Type powershell. This will launch the PowerShell as an administrator to execute the command properly.
• Type the following command in the PowerShell console:
  
  Get-AppXPackage -Name Microsoft.Windows.Cortana | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}
  
• Wait for about one minute.
• Restart you device.

Cortana instead of opening apps, searching it on bong

When I say Cortana no to open an app such as "hey Cortana open bandicam" instead of opening it it searches like "open bandicam."(with a dot in the end) on bing what should I do to make Cortana open app instead of searching
it on bing with a full stop at the end?

This what I just now find out.

If I say "Launch" "desktop app name" it will launch the said desktop app correctly.

But if I say "Open" "desktop app name" it will instead launch Microsoft edge to search on the web.
