Windows 10: Cortana does not work on my surface laptop 1

After I had performed a hard reset of my surface laptop, cortana hasn't been working for me. Every time I open cortana, it makes the ui sound and says "listening..", before closing and staying active in the background. I have run troubleshooting for cortana multiple times and it has still not resolved the issue. My laptop has the latest updates and is functioning properly otherwise. I have attached an image that shows cortana "listening".

Boot Surface Laptop to USB - no Volume button

This doesn't list the "Surface Laptop", but you might give it a try to see.

Otherwise, you should be able to use OPTION ONE below to boot from the USB from advanced startup.

Cortana not working (surface 3)

• Are you getting any error messages?
• Were there any changes made on your computer settings prior to this issue?

Cortana Duplicated Notifucations

We suggest that you rebuild Cortana via PowerShell to restore any missing components on it that may cause the issue. Try it first on your laptop and check if the issue will persist. If the issue with the notification is resolved, you can mirror the same
steps on your Surface.

To rebuild Cortana, follow these steps:

• In the Search box, type PowerShell.
• Right-click on the result and select Run as administrator.
• Copy and paste the command below to the PowerShell tool and press Enter:
  
  • Get-AppxPackage | % { Add-AppxPackage -DisableDevelopmentMode -Register
    "$($_.InstallLocation)\AppxManifest.xml" -verbose }
• Once done, restart your device to apply the changes.
