Windows 10: could DCOM 10010/10016 relate with web access function?

Laptop is connected in domain network, facing website access issue from time to time in browser like Chrome, IE Edge when cisco VPN connected. The issue can be restored by itself and happen again.By checking the event viewer, seems the the issue happens at the time when the DCOM 10010/10016 event logged in computer management. Just curious is it possible that the DCOM 10010/10016 event can be related with the website access issue.

Event ID 10010

The server {784E29F4-5EBE-4279-9948-1E8FE941646D} did not register with DCOM within the required timeout.

Event ID 10016

The machine-default permission settings do not grant Local Activation permission for the COM Server application with CLSID

{C2F03A33-21F5-47FA-B4BB-156362A2F239}

and APPID

{316CDED5-E4AE-4B15-9113-7055D84DCC97}

to the user QMI\Production2 SID (S-1-5-21-550192654-885668982-924725345-4038) from address LocalHost (Using LRPC) running in the application container Microsoft.Windows.Cortana_1.8.12.15063_neutral_neutral_cw5n1h2txyewy SID (S-1-15-2-1861897761-1695161497-2927542615-642690995-327840285-2659745135-2630312742).
This security permission can be modified using the Component Services administrative tool.

10016 DCOM event is a part of normal Windows operation.

Microsoft says: These events can be safely ignored because they do not adversely affect functionality and are by design. This is the recommend action for these events.
