Windows 10: Country/Region option grayed out when attempting to update payment option

I'm currently trying to purchase Dolby Atmos through the Microsoft Store, and whenever I do so I am prompted to add a payment option. despite having my visa directly linked with my Microsoft account currently
Regardless which payment option I choose to add, it asks me for my address City, Zip Code, all that stuff.
The problem is that the Country/Region option is grayed out, and locked to United States, despite me not being from the US.
My current payment options added to my account are set to purchases in Canada, as is my billing address. Everything is up to date on my profile.

I want to add a payment option in my account but my country (Iran) is not exist int countries list! What do i do? Some peoples say we must use a fake address in USA; If i use a fake address my account would be blocked or get other problems?

 

APO Option for Microsoft Account Payment Options

Under "Account">""Payment Options">"Add Payment Option">"Choose Payment Option to Add">"Add a credit card or debit card", the drop down menu for "State" does not include AE or AP.

• Are you getting any error message while updating the address?
  

When I put "APO" in the "City" field, the error is: "Check the city in your address. There appears to be an error in it."

•Pay Pal (works with Credit and Debit Cards)

There is also a possibility to purchase trough your Mobile Operator when buying on the phone, but is not available for everyone and for more information you would have to contact your Mobile Operator.
