Windows 10: Cove System State backup failed with the Event 12293, VSS and Event 8193, VSS

Machine is Windows Server 2008/2008 R2So this backup runs both Files and Folders backup this is one is ok and then trying to start System State backup but it is failing straight away with the below errors, Cove support is saying that it is VSS error and they are not supporting it they send me to do some troubleshooting which I will summarize after this 2 errors.Event 12293, VSSVolume Shadow Copy Service error: Error calling a routine on a Shadow Copy Provider {b5946137-7b9f-4925-af80-51abd60b20d5}. Windows 10: Event log full of VSS errors and System Restore is broken



This has apparently been going on for a long time, but the system shows no external indication of any problems. Nightly backups (Acronis True Image 2021) work, with no errors in the logs.



I've tried all of the solutions suggested here and anywhere else I could think to check.



Here's all the info and evidence I can think of.



Windows 10 Pro v. 2004 Build 19041.508

The C: drive is a factory installed 1TB conventional hard drive with an Intel Optane solid state device.

The D: and E: drives are partitions on a single 1TB hard drive.



VSS services are now set to "Automatic" and are running [Default setting was "manual."]

SFC /scannow shows no problems.

CHKDSK /F of all three drives show no errors.



System Restore setting fails with 0X81000203, and the setting and display fields in the System Protection dialog are all grayed out.



[The volume mentioned in the VSS errors that I've looked at is always the D: drive.]

VSS Errors 8193 and 13

COM+ Event System is set to use LocalService in 1809, and 1809 doesn't have the issue.

If a System Restore Point is created, either manually or through Task Scheduler, Event ID 13 and 8193 will be triggered on shutdown.

VSS is not running at that point.

However, one thing I've found in testing that seems to affect Event ID 13 and 8193, is starting VSS before shutdown.

In an elevated Command Prompt:

net start vss

It's a 1903 issue for some, but not everyone.

and state the circumstances when you see this happening, and when this started, and what might have led to it or preceded it.

Macrium Reflect (free) includes a useful VSS repair feature.
Tweaking.com's free repair tool (Google) also has a VSS repair option from its 'Other Tasks' menu option.

Otherwise you can consider
- using a system restore point, assuming a suitable one is available
- an in-place upgrade repair install (need to know your build first- see above)
