    Nice. Unfortunately for me, a newer BIOS isn't an option, this is part of some correspondence I had with Asrock:
    In 2011 there has been a recall for Intel 6-series motherboards. The B2 stepping of the Intel chipset had some bug which was mainly SATA3 related. This was fixed in the B3 stepping of the chipset. The B2 version cannot support Intel ME8 firmware either, which is part of BIOS 3.10 and later BIOS versions.
    So your motherboards cannot support BIOS 3.10 or later. The last suitable official BIOS version for your motherboard is 2.00.

    Finally i found people with the same issue...

    Got exact same problem, task manager keeps show 100%, yet process XP or speedfan give me more... normal reading..

    I got 2x Xeon quad core E5410 in a Dell T5400 (if that can help)

    Like others i've tried different stuff, from disabling the search indexing to a full system scan, removing unwanted software that have been on my PC for ages but never use (in case it one program not so compatible with windows 10)

    So far... nothing...

    Removing/disabling stuff is never going to work because the 100% usage reading isn't real.
    Are there any BIOS updates for your T5400 motherboard?
    Although a BIOS update appears to fix the issue, I suspect the problem is actually windows 10, since windows 7 and other software report correctly.

    Glad to have found this thread. I have an Asrock P67 Extreme 4, B3 stepping with 2600k running at 4.8 GHz.

    Same problem, task manager showing 100% utilization across all cores. Resource Monitor is a lag fest, showing same.

    I did upgrade from Win 7 64 bit Pro and saw this after upgrade. Using AIDA 64 Extreme, cpu utilization looked normal. Using Afterburner, I used the OSD to display cpu utilization while gaming, all was normal.

    After 30 days, Win 10 recieved an update & refused to boot. I tried repair, result was boot image not found.

    Clean install, I could not use the SATA floppy drivers from original Asrock install disk, Win 10 kept complaining drivers not signed. Couldn't load those. Upon install completion & reboot into Win 10, I loaded all motherboard drivers from install disk that could be loaded.

    Checked task manager, all cores at 100% utilization. Have not had time to check with 3rd party software. On a good note my RAID 0 data drive was recognized and all data intact.

    Definite Win 10 / motherboard being 4 years old bug. Everything runs well, no other problems yet. Be great to see fix for this, but motherboard may be EOL'D.

    This is not what I was hoping to see. For me it's real, not the ASrock problem. Walk away, and the CPU fan is trying to levitate my laptop.

    Sailindawg, did Resource Monitor show some silly high % use, in the millions/billions? Does the 'Details' tab in Task Manager show 'System Idle Process' normal? It does sound like you have the same issue, I've still not fixed it. You might be lucky and a BIOS update works for you as it has others, I'm stuck on the B2 stepping which means I can't upgrade the BIOS *Sad

    MrPumpkin, what process does task manager say is using the most CPU usage?

    It varies when I can catch it: system, service host, windows modules installer (though it's set to manual in services. along with updates). A few times it was the antimaleware from defender, but after nixing defender, it still occurred. Mainly "system." This is happening in a clean boot with only firefox running. I also killed all firefox telemetry, updates, syncing. I'm also on a local account. (HP envy, intel i7 2.5 gz, realtek sound)

    It stops as soon as I try to do anything. The numbers for CPU are 100%, higher than my screenshot.

    I notice windows modules installer is also using a lot, I believe this is part of the windows update process. There are a lot of people suffering this problem on win 7/8 and the solution was to disable automatic updates, but this isn't possible on 10.
    The only thing I can think of is that the dual core HP Envy just doesn't have enough grunt. Is it running on SSD or HDD?

    It's HDD. My win 7 partition does have similar behavior when updates are coming in, but this is not a constant activity when idle. With w10, I can't walk away ever because some background process is always kicking in, and it's a pig - taking the CPU to 100% sometimes. It;s fine as long as it's use.

  12. Yes, it's a total joke!! *sarc It's still bugged even with a clean install of Win 10. I have used AIDA 64 Extreme and Afterburner to verify cpu utilization on my clean install. CPU utilization is normal for all programs and games that I have run. It's a bug of Win 10 and how it ties into the motherboard drivers. AIDA and Afterburner have figured it out and show true cpu utilization. The mother board is 4 years old, I was quite surprised that I could load the drivers off the original disk. I see no problems with performance. I'm liking Win 10 over win 7. I like the new lay out & the new start menu. My 7970 crossfire seems much more stable in Win 10 than Win 7, also alt-tab works very good for all games (BF4, Metro series, HL, ARMA III). Miss my gadgets, but things change. Still, quite surprised that Microsoft has made such a botch of Task Manager Performance tool and Resource Monitor. Both are quite unusable. Not sure a BIOS fix is in order, I know I'll never see it for my board. Not sure I'd even flash it just to fix these two utilities. I'm getting what I want out of the board.

    On an entirely different note, I'm very glad to see none of that core parking crap from win 7. My 4 physical and 4 logical cores are all utilized as when I had win 7 with core parking turned off. I'm very glad to see Win 10 got that right! *Biggrin
