Windows 10: CPU and GPU drops causing FPS drops in all games

While gaming my cpu and gpu drops and all my games drops fps, in seconds ist normal but more seconds after it drops again, i already tried to restore, to update my drivers, the temps is okay, only thing that is high is the RAM 80%. Its a DELL G15 that i bought in feb, and already disable the movment sensor

My CPU keeps spiking to %100 and then my GPU to %20, then my game keeps dropping fps and the spikes are crazy.

i have a hp omen gaming laptop with i7-10875h and rtx 3070. my laptop run pretty smooth while gaming and had my gpu usage was 98% and rare fps drop before but now both my cpu and gpu usage fluctuates a lot, and rarely hit above 70%. i have tried a lot of things but no improvement so far.

can i get some help for this please.
