Windows 10: CPU at 100%, drops the moment I open task manager

While I am in full use of my PC working, all pages stop functioning. when I jump into task manager it shows 100% CPU usage but drops back down immediately to 10%. How do i turn off this setting? I have no use for windows to be running such background programs and am tired of my computers doing this as it adds about an hour to my workday and is a colossal waste of my time and resources. Is there any way out of this?

Thanks for your answer @Jay#222. I understand that a computer is doing a lot in the background. In that case above, I was using Adobe Lightroom which is heavy on the CPU but I might get this when I'm just using Google Chrome googling things. Its weird to
me because upon opening the Task Manager, my CPU calms down when it might have been working hard for quite some time. My CPU might be working hard for 10 minutes and then upon opening Task Manager, it calms down. I'm sure if it listed the CPU usage prior to
opening the Task Manager, it would be 90%-100% usage all prior. Is it something like the Task Manager flushes processes and that's why it drop significantly? And I mean it drops to the point where the fan will calm down and my laptop will not lag much.

You said 'before', but I believe you are speaking of the instant you open Task Manager (unless you are monitoring cpu use with

another program). If so...

As long as the cpu drops quickly, there is nothing wrong with seeing 100% flash up immediately upon opening Task Manger.

This is normal. Mine does the same, and drops down to where should be relative to what is running (about 2% atm) within about 8 sec.

Hi,

I have a i9-9900k 32gb Windows Pro 21H2 19044.1586 desktop that randomly starts freezing up. As soon as I hit task manager, I can see the CPU is 100% for a second after opening, after which it goes down to normal levels and I can use my PC normally.

I have searched for answers and found thread Redirecting but that's from 2015 and it's now closed. I have tried the solution listed there and on the last step I'm getting access conflicts due to files being in use. What else can I try? Or if that solution is still valid, what can I do about the files that can't be accessed due to being in use?
