Windows 10: CPU at 100% usage continuously

My computer has been running at 100% on task manager and I have been trying everything to make it go lower. No high usage programs are running, I have reset this PC twice and the problem has still persisted. The only way I can kind of make the usage go lower is by editing the power plan settings to force the max processor state down. But the lowest I have been able to push it is 45% it wont go any lower. I have tried putting the power plan on balanced but it automatically goes right back up to 100%. I am at a loss, please help.

cpu usage at 100%

CPU usage at 100% from start up for no apparently good reason. Service Host appears to be the problem but I cant narrow it down more than that at present.

Any suggestions?

I am using Windows 10 full release version 64 bit.

 

CPU Usage 100%

PC starts with 100% cpu usage. It won't come down even cpu is left idle. Cpu fan won't stop, when temp are normal.

As you can see my CPU usage is always 100%, Due to this CPU fan never stops, even when temperature are normal.

When I turn on pc, it always starts with 100% cpu usage. I also ran malware and antivirus scans, couldn't help (Quick Heal antivirus).

Using Windows 10 updated to latest version.
