Windows 10: CPU at 100% when playing games

I was testing something because my desktop computer kept crashing and I was trying to find the issue. So while running a game I had task manager open and every time I was in the game my cpu percentage was 100. I dont know if this is normal and so I'd like confirmation and help if needed.

GPU: RX 580 Series

RAM: 16.0 GB

Motherboard: Aorus

Power supply: Corsair Vengeance LPX 16GB DDR4

Resolution: 2560 x 1080

Was working fine not it just crashes my game the game is Tom Clancys Rainbow six siege but I can barely also start up other games

Dear Support Community,

Every time I try to play game on my Dell Inspiron 17 7737 the CPU elevates to 100% and my laptop gets very warm. The hardware that I have includes Nvidia GeForce 750 M graphics coupled with the Intel 4400, and i7 processor and 8 GB of RAM. Could someone
please shed some light on why this is happening and how to fix it?

PS: This happens even with games that are supposed to be able to run on machines way below my specs.
