Windows 10: CPU clock speed stuck at 0.20 GHZ

I have a Surface Laptop 4 and it was working fine until one day, the device was so slow that it was unusable.Turns out, when looking in task manager, the CPU clock speed was stuck at 0.20ghzI decided to reinstall windows to try and fix the issue. The laptop initial works fast and looking in task manager the CPU clock speed fluctuates around 1-3 GHZ as expected.This all fails around 10-15 minutes after windows is installed. The laptop goes back to being extremely slow with the CPU clock speed being stuck at 0.2ghz .Bare in mind, at this point I have not done any windows updates or surface firmw

cpu stuck at 0.78 ghz when on battery speeds up to 2.67 ghz and slows down to 1.30 ghz.

hello, this is a copy of my old comment "helo" there are some diffrence because my laptop changed > My cpu fan is not working while plugged in so cpu speed is stuck at 0.78 ghz.

my computer is 2.30 ghz average speed. max is about 2.70 or more and cpu speed up to 2.70

ghz and my cpu fan goes to full speed when on battery, and then slows down to 1.30 ghz or 1.00 ghz. what causes this and how do i fix it? also i think there might be some errors on this comment, Windows 21h2. intel core i5-5300U. i tried to change power plan settings restarted my laptop a few times edited power plan settings max cpu 100% and minimum 100% i changed and it didnt work. it i s very annoying. the problem started now. also i tried to update my windows and didnt work

 

Cpu running on lowest GHz speed And stuck on 10% cpu utilization

HI. I have a problem with my cpu . My processor is AMD RYZEN 5600G . But, It is running on lowest 0.39 GHz speed and when I try to play a game or run heavy program it always stuck 10% cpu utilization because of it make pc run very slow

 

CPU clocks stuck at full speed.

I've just noticed my CPU clocks are stuck at full speed (4.9Ghz) despite switching back to the balanced power mode, only restarting the machine corrects it. Weird.. *Huh

Update: Yikes it was the LightingService (32 bit) which is the Asus Aura service. It was stuck at 13% CPU... Terminating the service and the clock frequencies dropped back. After reopening Asus Aura it is consuming the most idle CPU cycles out of any background apps. Anyone running it might want to check in Task Manager..

It was the Starry Night effect with quite high CPU usage, back to breathing and the utilization has dropped a lot.
