Windows 10: CPU Failure

Not sure where to post?I built my computer 1yr ago. Recently, I turned it on and it would not post. All the other devices-gpu, AIO, ram, fans etc were all on. I removed and replaced all the above parts, and no post. I then decided to replace the CPU, and it posted with no problem, at least that I know of. Is it possible for a cpu to fail and with the MOBO still working.
