  1. CPU is running too high. Does a performance plan effect clock speed

I have a situation that is quite odd. I have a brand new computer that I built and I experience the CPU clock running too high and the processor getting too hot. I an confirm the processor is working too hard because the power consumption is also too high. The build is pretty high end but not top of the lineComponents: Motherboard: MSI Z690 Edge Wifi DDR4Processor: Intel i9 13900KRam: Kingston FURY Beast 128GB 4x32GB 3200MHz DDR4Hard Drive: Several but windows is on SAMSUNG 980 SSD 1TBCooling: MSI MEG CoreLiquid S280Video Card: MSI Gaming GeForce RTX 3060 12GBNow the issue: When I am running

Power Profiles... balanced vs high performance

There appears to be something "deeper" in the high performance power plan that allows it to hold CPU speed at a higher rate than the other profiles. I've run the troubleshooting process as instructed, and made high performance exactly the same as the other
profiles...and for whatever reason it still clocks higher than the other profiles.

  4. CPU is running too high. Does a performance plan effect clock speed

CPU Clock speed locked at 0.79GHz

Hi, the software to detect CPU performance is windows task manager. It shouldn't be wrong as it replicates what I'm seeing. With the clock speed reduced, I'm getting a lot of lag in response to high demand activities such as large spreadsheet calculations
    and opening large files.

For the CPU temperature I'm using CPUID, which is usually a reasonable indicator. in most cases when it is showing the CPU is hot, the fan does turn on.
