Windows 10: CPU load at 99% constant with spike, solution?

Hi, so this is my first time posting here. Recently I've noticed that my cpu load had been peaking 99% constantly, scanned my pc multiple times and there are no virus or malware. Checked task manager and its not really running anything but cpu load are still peaking 99%, tried disabled cpu performance boost but still the same result. Not sure if Antimalware Service Executable is still running background scan since its been hours. Audiodg.exe Spikes Cpu Usage

Every 5 minutes or so audiodg.exe spikes my cpu usage to about 50% and any audio im playing cuts out and then comes back a second or 2 later. The video is completely fine and it's not a problem with
my USB Headset. audiodg.exe stays at low cpu usage when it's not spiking.

Solutions I've tried:

1. turning off audio enhancements
2. reinstalling lan, and audio drivers
3. turning off HPET
4. lowering the sound quality in control panel
5. DPC Latency checker (no change when spiking)

None of these solutions work. Please help.

 

Constant script errors and slow loading pages in 10 internet explorer 11

I have done the steps listed above. They have not helped and I am still getting constant script errors, along with slow loading pages. Are there any other suggestions?

 

PC running at 98 to 99% CPU capacity constantly

I have more information which may be of help. I sat and watched the CPU performance graph for around 10 minutes. In addition to the processes mentioned earlier as big users, I noted that at one point Antimalware Service Executable (Defender) went to 48%.
Then dropped off. Checking while Firefox was active showed it at 52% periodically. Usage is NOT constant at 98-99%, but shoots up there every few minutes. Between these spikes, CPU is averaging 12-13%.
