    Hey everyone, I'm at a bit of a loss here. Been doing research for a while now but I just can't seem to find out why my laptop is slow. It's an older one (6 years now), with an i7 4710HQ processor (2.5 GHz, boost to 3.5 GHz) and 16 GB DDR3 RAM. It used to be just fine, but I've found it annoyingly slow lately.

    2.5 GHz seems alright, so I checked Resource Monitor to see what was up - turns out the Maximum Frequency is pretty much stuck at 31%. I found out that it's possible that it was temperature throttled, so I downloaded NZXT CAM to check temps - and it maxes out at 60-62C at max (30%) frequency. NZXT CAM also says Stock Frequency is 2500, but Current Frequency is stuck at 798 MHz (rarely jumping up to 830/840 for before instantly falling to 798 MHz). I made sure the max was set to 0 MHz in Advanced Power Options so that it's uncapped, and also changed that out to 1500 to see if that would do anything - no results.

    I also ran Windows10Debloater to get rid of anything that might be slowing it down, btw.

    Why won't it go further up? CPU's can surely go higher in temp and remain safe, no? I'm reading into all this stuff coz I want to build a PC in the new year and from what I can see, the CPU could easily handle 10-20 extra degrees, maybe more.

    What can I do, reddit? Any ideas? Am I still missing something important?

    OK this is weird. So the computer I'm having issues with is my large laptop that I keep at home and that recently shut down out of the blue and wouldn't turn on again, so I brought it to a tech support guy and he basically said that the battery had died and his fix was rerouting power so that it would bypass the battery and go directly into the motherboard.

    Since then, the laptop has on battery mode for some reason - it doesn't seem to understand that it's plugged in, if that makes any sense. I changed up power plan settings that all the battery settings matched plugged in settings but the max. frequency stayed at 31%.

    I'm saying this because I pulled out my work laptop to compare, and on battery the CPU max frequency dropped, too - to about 50-70% but fluctuating. When it's plugged in, though, my work laptop has a CPU Maximum Frequency of 115%.

    Did the tech support's "solution" fuck up my CPU?

    CPU Maximum frequency stuck at 22%

    I've noticed my Dell Inspiron 5570's CPU usage in task manager has been stuck at a very low number, around 10 - 20% recently and as a result is slower than usual to the point where even simple applications such as Youtube take minutes to load if they manage
    to. I found the cause to be the CPU maximum frequency to be 22% at all times according to the resource monitor. My brother's laptop's maximum frequency fluctuates between 80 and over 100%, and so I presume this is what should occur. To fix this, I have tried:

    - Restarting the computer

    - Taking out and reentering the battery

    - Updating Windows

    - Setting the power plan's minimum and maximum CPU usage for on battery and plugged into 100%.

    - Create a new power plan with 'high performance' and 100% minimum and maximum CPU

    - Uninstalling and reinstalling the Microsoft ACPI Compliant Control method Battery

    - Checked the temperature which appears to be normal

    Any help would be greatly appreciated

    Tl;DR My laptop's CPU usage won't go above 22% even though the power plan tells it to

    CPU stuck at maximum frequency....

    I have a lenovo z510 laptop, running win 10 with the latest updates.

    i7 cpu, 8g ram and discrete graphics GT 740m, also with the latest drivers

    installed.

    The question is, why is it that my CPU frequency is running at full max

    even though it's cpu usage is somewhere running around 8 to 20% even

    when it's only in idle? ex. 19% = 2.99Ghz. or 8% = still at 2.99Ghz.

    My power option is set to Balanced (recommended)...

    I've made some observation, switching between the three power option,

    the cpu seems to stuck at their pre-configured settings. There's no "THROTTLING"

    going on. Say you're doing some video conversion, playing a game or

    anything that stresses the CPU, it should compensate for the load being applied.

    This does not....

    Hopping for a solution.

    CPU is stuck at it's minimal frequency

    i7 CPU in my ThinkPad X220 with Windows 10 is stuck at a very low frequency - 0.78GHz to be precise.

    • I restarted the PC
    • I switched power plans to high performance
    • I double checked that maximum CPU speed is 100% in the power plan.
    • I checked the temperatures (all were well within safe range around 60°C)
    • I did not change any settings lately
    • I did not update any drivers lately
    • there were no Windows Updates installed lately

    Any ideas?
