    This started after the march update where if i was playing a videogame, will be periodic lag spikes making my laptop lag to 1 frame per 5 seconds. So i reverted, i recently decided to update again since i heard that the issue was fix, and it was, but a new one occured, my laptop will now periodically throttle itself to 30% gradually during videogames. This is not a CPU thermal issue because the temperature will never exceed 85 degrees and i have disabled it reguardless using throttle stop. This is not a power issue because I have set the plug in mode and battery mode to be maxed out in regards

  2. High CPU Usage at Idle

    You also might want to take a look at Dynamic frequency scaling (also known as CPU throttling). Under Windows 10, the CPU is throttled back to 5% when the computer is idle and then gradually goes back up depending on work load. Perhaps the minimum and maximum percentages have been somehow altered from their defaults of 5% to 100%. Or on the Advanced Settings Tab, it might be set to High performance.

    To check, follow this path: Control Panel > Power Options > Change plan settings > Change advanced power settings.

    Open the pull-down box and select "Balanced". On the list below, expand Processor power management > Minimum processor state.

    Click on the word "Setting" and enter your desired percentage. The default is 5%. Note that if "High performance" is selected, the percentage is bumped up to 100%. This may be why your CPU is running fast. You can now retest using CPU-Z.

    You should be monitoring temperatures anyway

    I have not noticed any weird throttling

    I use ssd's and a high performance power plan with the proper ventilation and cpu cooler melting a cpu is not likely going to happen CPU Periodically throttling to 30% gradually during high load times like playing videogames :)

    Your computer would shut down before that would happen

    Of course stock cooling from manufactures especially laptops all bite CPU Periodically throttling to 30% gradually during high load times like playing videogames :)

    3 weeks ago I noticed that my computer started stuttering for a second or less while playing music, videos and videogames. Video and audio will stutter for a brief period of time randomly almost always 5 minutes after I begin playing media or randomly every
    20, 30, 60 minutes or so.

    My specs are:

    Ryzen 2400G

    RAM 2 x 8GB Hyper X Fury 2400Mhz DDR4

    Asrock X370 Taichi

    Samsung SSD EVO 850 500Gb (windows is installed in this drive)

    Toshiba HDD DT01ACA100 1TB

    Gigabyte GTX 1080 G1 Gaming

    PSU EVGA 550 W L1

    LG 27MK400H-B Monitor

    Windows 10 Pro version 1903 OS build 18362.175

    In the previous weeks I have tried to identify what is causing the stuttering to no avail. While using Latency Monitor the "Highest measured interrupt to process latency" and "Highest reported DPC routine execution time" bars get red when the stuttering
    occurs, and gives me the same message telling me that "one problem may be related to power management, disable cpu throttling settings in control panel and BIOS setup".

    I have tried every fix internet recommends but nothing works. This is the list that things I have tried and failed:

    *Updating motherboard BIOS

    *Replacing motherboard (I had an Asus Prime B350M-a and just replaced it with a X370 taichi days ago)

    *Disabling C-States and Turboboost in BIOS

    *Disabling Power Throttling Using Group Policy

    *Clean Windows install

    *Remove GPU and HDD (stuttering persists on a clean Windows install without GPU and HDD)

    *Overclocking CPU

    *Running Windows Memory Diagnostic

    *Disabling W-LAN, Ethernet and Sound devices with Device manager

    *Disabling HPET (High Precision Event Timer) on Device Manager (board BIOS has no HPET option)

    *Changing Default Audio Format

    *Updating drivers

    *Installing a previous Windows 10 version

    *Disconnecting peripherals (stuttering persists with just mouse and keyboard connected)

    *Switching to High Performance or Ultimate Performance Power Plan

    *Checking HDD and SDD health

    *Checking if CPU and/or GPU overheats

    ===IMPORTANT===

    Recently I discovered that if I switch power plans while playing music or video (offline or online) the stutter occurs immediatly and also when launching HWINFO64 (with either option "Sensors-only" or "Summary-only").

    Some other information that may help diagnose what the problem is:

    *I run my CPU and RAM overclocked to 3.8 Ghz and 2666 Mhz respectively (the stuttering persists with CPU and RAM default speeds).

    *I switched my GPU from a RX 480 8GB to a Gigabyte GTX 1080 G1 Gaming 10 days before I noticed the stuttering.

    *CPU and GPU temperatures are optimal all the time.

    Please help me diagnose what is happening with my PC. Thanks
