    My CPU speed is stuck at 0.79GHz on my XPS15 9560.As you can see in the screenshot:- The CPU temperature is OK- The power plan is set to High performance- The maximal and minimal CPU state is set to 100%- Intel XTU is executing a benchmark in the backgroundIt only works as normal if I boot in safe mode.So I disabled all startup programs but it doesn't work.I also tried to disable CPU functionalities in the BIOS like the Virtualization and energy saving options.

    Thank you for keeping us posted.

    At this point, I suggest you to boot the computer in safe mode with networking, and check if the issue still persist.

    Safe Mode With Networking:

    Follow the steps to boot to safe mode with networking:


    • Press the ‘Windows + R’ key on the keyboard.

    • In the ‘Run’ windows type ’MSCONFIG’ and click ‘Ok’.

    • Click the ‘Boot’ tab.

    • Under ‘Boot Options’, select the ‘Safe Boot’ option.

    • Choose the type of safe mode by selecting one of the options below the Safe boot check box: Select ‘Network’.

    • Click OK and then restart your PC.

    Start your system normally

    Get a command prompt. I would then suggest changing the directory to the root making the text files easier to find.

    cd\

    then the command

    net start > norm.txt

    This will list all services running in normal mode.

    Start in Safe mode

    Command prompt

    cd\

    then

    net start > safe.txt

    You can then compare these two lists. ( I might copy and paste text into a spreadsheet for comaprison purposes). I've google several articles and they all come back to an AV running in normal mode. I would check the list of services in normal mode. Could be an old AV that you removed but some component remains.

    high trottling CPU speed after install build 1607 in Windows 10

    Hi,

    I try booting to safe mode and check the CPU speed, at 0% CPU utilization, the CPU runs at max 4GHz. I ran system maintenance and reboot, CPU still throttle to the high side... 0% around 1.3GHz and about 8% will throttle CPU to max 4GHz!

    The thing is the CPU utilization is not barely high enough ~ 8% to trigger the CPU to go all the way to the max frequency (4GHz). Previous build will only trigger the CPU to go to max ~70% CPU utilization and above.

    This happened only the following update was installed recently:

    KB4015438 - dated 28 March 2017

    Unfortunately when I tried to uninstall this update, there's a error and can't uninstall.
