Windows 10: CPU stays at 100% and everything lags when attempting to play game OR other resource...

All of a sudden, when I try to play a game or use a resource consuming application instead of them working as usual the CPU consumption goes to 100% and everything is laggy I can't move my mouse fast, etc. I tried using tools like CCleaner and eventually reset my PC but the problem still hasn't been solved. Startup repair and sfc /scannow also don't work. I have an old laptop but it still was working quite fine until a few days ago when this error appeared. I've got Intel I5 and Intel HD Graphics 620, Acer Spin 5... Any help would be very appreciated!

GPU shoots 100% for a short time when playing games and causes FPS lag

On task manager, the GPU spikes to 100% when playing my games like Warframe and causes FPS lag. The temperature of my CPU is around 55-60 degrees when playing.

I'm not sure what causes my GPU to suddenly spike up to 100%, which causes FPS spikes.

Can someone provide solutions?

Turning game mode on causes mouse lag

• It was a .net optimization service and windows defender update, which also took up a lot of cpu usage. (I'm guessing that's what caused the mouse to stutter and lag).
• No, the game runs fine, as long as there aren't any compulsory windows updates that decide to run all of a sudden when I've been gaming an hour in.
• Logitech G403. Uninstalled the drivers thinking it was a problem.
• Yeah, especially those that utilise 100% cpu usage.

Just in case, it's a i5 7300HQ.
