Windows 10: Cpu Stuck at 27%

1. So, a few weeks ago, I tried installing a new hardrive with my ssd, as having a 250 gb ssd fills up quick. I accidentally used the wrong cable, which either fried my ssd port, or the ssd itself. I then found the right cord and got the pc running with the hardrive, thinking it would just be slower, but I found out I cant run any game like I used to. I decided to do benchmarks, and my gpu is fine, ram is fine, its getting power, but my cpu usage wont go over 27%. Even using a benchmark that directs all usage to it, it never went over 27%. Is there a way I can tell its the cpu and not something else?

Laptop CPU processor stuck at 22%

So that's what did it. After installing a Dell branded AC adapter the battery is able to fully charge and the CPU isn't stuck at 22%.
