Windows 10: CPU usage maxed at 100% when running games on a dual display setup

I recently bought a Wacom Cintiq 22 for doing digital art. It acts as a second screen that (as far as I've tried) has to be set as the main monitor (otherwise it doesn't work properly). Ever since I set it up, whenever I try to play games my CPU can barely handle it, instantly maxing out its capacity (100%). Unless they're really small processes the game handles like a ppt presentation and is absolutely unplayable.

Some things (or combinations) that might be causing this:

- the monitor I was originally using just as a single display has a significantly higher resolution (2560 x 1440) compared to the tablet (1920 x 1080).

- being a display tablet, perhaps the pen screen interface is interacting with the game to create more work for the CPU.

- because the tablet has to be set as the main monitor everything originally opens on it. To have the game open on my second display (which really ought to be my main) I have to use some scuffed trick where I set an application to windowed mode drag it to the screen I want, minimize it and set it back to full screen so it opens on the screen I want it to. (Is there really no other way to set which screen an application opens on?) The reason the tablet had to be set as the main display was that if I had done the same with photoshop it would be unusable so perhaps the same is true for running any application on the secondary monitor?

100% CPU USAGE WHILE PLAYING ANY GAME (i5 8500)

my specs:

Intel Core i5 8500

GeForce GTX 1060 Dual O6G, 6GB GDDR5

GIGABYTE Z370P D3-CF Mainboard

16GB DDR4 RAM Dual Channel

Im getting 100% cpu usage on every game i play. i get stutters and my mouse feels weird in game.

nothing i searched helped me

thats not my problem. is have 100% cpu usage only when im in games. cpu usage is normal on idle

hey i have this problem where the cpu usage is 100 everytime i open a game , earlier i had the same problem but by tweaking the setting i was able to eradicate the problem
